Job Purpose and Oranizational Context
UNDP has been supporting the Nepalese people in their struggle against poverty since it opened an in-country office in 1963. Much of this support has gone to building up the capacity of government agencies, civil society and community groups to fight poverty, and to bringing these groups and Nepal’s development partners together to design and implement successful projects to contribute to the achievement of Nepal’s development objectives.
In parallel to the roll-out of its new Country Programme, 2018-2022, UNDP Nepal is reorganizing internally and moving towards strategically repositioning UNDP’s contributions in support of the Sustainable Development Goals and collaboration with national development partners. Nepal is transforming itself in a federal state as per its new Constitution which has implications for how UNDP engages with national and sub-national authorities. Meanwhile, Nepal’s GNI continues to grow, making graduation from LDC status a scenario for which UNDP needs to begin planning and adapting to different models of development cooperation.
In this context, under the guidance of the Deputy Resident Representative and the day-to-day direct supervision of the Head of Partnership and Result Unit, the Results Based Management Analyst provides quality assurance, analytical support and provision of high level technical support and advisory for Results Based Management, planning, monitoring and evaluation. RBM Analyst supports with the continued improvement of programme and project management standards and tools, provides training to programme and project teams, quality assurance of the Country Programme, management of donor contributions, supports donor reporting activities (planning, monitoring and preparation of result data), assists with assessments, audits and evaluations.
S/He contributes to the design, management, implementation and use of evaluations commissioned at the country office and helps to prepare trainings to improve the skills and practices in RBM, Planning, Results Oriented Monitoring and Development Evaluation. S/He ensures programme and project compliance to corporate requirements and contribute to the implementation and reporting of the UNDP Country Programme and the United Nations Development Assistance Framework (UNDAF) priorities and results.
Duties and Responsibilities
1. Improves design/planning and implementation of Results Based Management in Programme and Project Development, focusing on the achievement of the following results:
Effective support to the CO Programme Units in application of UNDP´s corporate Results Based Management principles and tools for programme/project design, management, and monitoring in line with UNDP’s quality standards for programming;
Extensive oversight and quality assurance of all Projects, results monitoring, oversight of IATI compliance and other corporate dashboards;
Undertake technical lead functions with regards to the effective implementation of UNDP’s new Social and Environment Standards (SES)(2020), Enterprise Risk Management, Atlas project module etc.;
Monitoring the all-important corporate Key Performance Index (KPI) for the CO and provide timely alerts and follow up with relevant technical team to ensure compliance;
Ensure application of human rights-based approach and gender sensitive programming, planning and budgeting in programme design, planning, monitoring and reporting exercises;
Provision of support to the programme level results- planning, monitoring, and reporting and coordinate CO inputs to the corporate systems such as the Strategic Plan Integrated Results and Resources Framework (IRRF), CO Business Plan, and the CO Integrated Work plan;
Effective support on the development and implementation of a framework for proper monitoring of indicators as designed in the Country Programme Document (CPD) results framework, re-adjust targets and monitor progress. Prepare inputs to the CPD reporting processes such as Country Programme Annual Reviews and UNDAF outcome group reports;
Effective preparation, coordination of input from Programme and Operations Units, compiling and drafting inputs to corporate planning and reporting tools, such as the CO Business Plan, Integrated Work Plan (IWP), the Results-Oriented Annual Report (ROAR), Gender Equality Strategy etc.;
Undertaking desk research for relevant data in support of IRRF updates, outcome reporting and the CPD Monitoring & Evaluation framework updates in collaboration with the Programme Units and data source agencies;
Provide support in drafting Terms of Reference (ToR) for various researches, studies, and monitoring functions;
Lead and coordinate the exercise to update the relevant Results and Resource Framework for the relevant projects that feed into the Country Programme;
Coordinate for preparation of Results Oriented Analysis Report (ROAR) and Integrated Work Plan.
2. Ensures effective coordination and implementation of the evaluation policies in the Country Office, focusing on achievement of the following results:
Effective facilitation in the planning, preparation, and management of decentralized & country programme evaluations;
Function as an Evaluation Manager for the decentralized evaluation undertaken by CO;
Provide guidance on UNDP evaluation policies, procedures and practices to programme managers, and staff concerned with evaluation, consultants and/or members of the evaluation team;
Provide technical advice at the design stage of programmes/projects setting up a framework with defined indicators at the design stage to facilitate the evaluation at the later stages in line with an underlying Theory of Change;
Ensure quality assurance of all the decentralized evaluations conducted by the CO. Provide orientation on IEO’s guidelines on Evaluation Quality Assurance system to the evaluation team and Conduction of internal QA of all the decentralized evaluation reports before uploading in Evaluation Resource Centre;
Liaise with the programme/project manager(s) throughout the evaluation process. Connect the evaluators with the wider programme unit, senior management and key evaluation stakeholders, and ensure a fully inclusive and transparent approach to the evaluation;
Coordinate with the concern units to provide the evaluators with administrative support and required data and documentation;
Take active lead on the proper, timely management of the evaluation (project and programme evaluations) as per the UNDP’s evaluation guidelines and ensure implementation of the evaluation recommendations;
Reviewing past evaluation and ROARs in order to identify lessons learned and advising Programme team on Results Oriented M&E strategies/plans, including Results-Oriented Annual Report (ROAR).
3. Provision of top quality advisory services and facilitation of knowledge building and knowledge management in the area of Results Based Management and evaluation, focusing on achievement of the following results:
Promotes knowledge sharing on human rights-based approach and gender sensitive programming, planning and budgeting with Country Office staff, projects and national counterparts;
Enhance usage of RBM tools, hands-on support and training;
Build capacity of Project M&E Officers on Result Based Management, quality assurance and result reporting by providing continue oversights and RBM inputs;
Strengthen transparency and accountability in project implementation, programme management and carry out performance reviews to ensure targets are met; and make appropriate recommendations for improvement;
Undertaking desk research on RBM training and liaise with the internal network of experts in order to help develop training materials on RBM, planning and M&E specific to the needs to the region and COs;
Identification and documentation of key lessons derived from evidence monitoring, reviews and evaluations on what works, what does not work. Facilitate knowledge-sharing and use of findings in programming and decision-making;
Active contribution to the development and adaptation of tools and guidance as well as training materials and manuals in RBM and evaluation and support their use for capacity development of CO staff;
Improved capacity of the CO in the adoption and use of RBM techniques and tools, as well as other corporate quality assurance tools;
Active contribution to relevant knowledge networks and communities of practice and dissemination of network information;
Active coordination and facilitation for results-oriented monitoring and evaluation trainings in the Country Office.
4. Ensures Gender Equality and Social Inclusion (GESI) – related results are well captured and mainstreamed in monitoring, reporting and evaluation:
Ensure that GESI is well captured and mainstreamed in Planning, Monitoring, Evaluation Frameworks; and results reporting;
Coordinate with the GESI Specialist of CO to ensure that the GESI-related results are well captured in all monitoring and reporting efforts;
Provide advice and direction on strategic and policy issues to strengthen gender & social inclusion initiatives in the work plan and implementation strategy;
Ensure gender and social inclusion issues are substantially incorporated in policy notes and briefs whereever possible.

Required Skills and Experience
Education: Master’s Degree in Public Administration, Sociology, Accounting and Finance, Business Management.
Experience
At least 6 years of relevant experience (minimum 5 years of M&E experience) at the national and international organization including UN system in providing strategic support to improve quality of the programme;
Experience of managing Result Based Management at UNDP, completion of internationally recognized evaluation course and training are highly desirable.
Demonstrated experiences of managing gender sensitive project evaluation including mobilization of network and effective coordination with diverse groups of the stakeholders;
Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages, experience in handling of web-based management systems particularly in UN system.
