Tdh Nepal delegation is seeking a qualified and dynamic Nepali National to work in the project/s related Transnational Trafficking in Persons (TIP) and Child Protection in the border districts of eastern Nepal for the following position:

Description

General responsibilities (Overall purpose):
- Lead the overall field implementation and management of Tdh Nepal’s project titled “Addressing Impacts of COVID on Efforts to Combat Transnational Trafficking in Persons (TIP) in the border districts of Nepal” in line with developed operational plan of actions as well as project documents.
- Ensure availability and effective use of financial, logistical and material resources for implementation of project activities.
- Support project partners in delivering the project activities in timely and cost-efficient manner by ensuring the quality of works.
- Establish and maintain linkages with project stakeholders, local government authorities, partnership management, reporting, donor compliance and representation.
- Ensure implementation of Monitoring and Evaluation framework as well as Project Follow up and Budget follow up tools
Specific roles and responsibilities:
Project Planning and Implementation:
- Ensure (responsible) the timely completion of project activities as per the project document and budgetary plan in close coordination with Partners
- Maintain effective and efficient coordination and cooperation with the Local Government authorities and relevant TIP stakeholders in order to implement project activities smoothly
- Contribute to the external and internal communications including cluster reporting and representation in key meetings as required
- Manage relationship with the relevant local government authorities and offices and provide necessary responses where applicable
- Coordinate and work together with relevant Tdh Nepal team Programme Coordinators and relevant managers to ensure timely implementation of project activities and clarities
- Keep updated on new rules and deal with all matters or queries to ensure compliance with government rules and regulations while implementing the project
- Respond to queries from external parties such as general public, non-governmental organisations, and visitors in close coordination with Senior Management Team
- Share project related information to the local media in coordination with Tdh’s communication focal points and line manager.
Availability and effective use of financial, logistic and material resources:
- Responsibility for monitoring expenditure and review of the project budget
- Monthly coordination with the partner team for partner budget monitoring and any issues related to project budget planning
- Monthly coordination with the CP Programme Manager and Finance team of Tdh; and updating the different tools for efficient financial monitoring
- Sharing immediate information with the Line Manager when a major change in the budget is needed or over/under expenditure is probable
- Closely Oversee the financial delivery of NGO partners and accuracy and correctness of their financial transactions, reports, documentation and procurement of goods and services
- Lead to enhance the capacity of NGO partners as per need to establish a sound financial and project management with support of team
Support project partner in delivering project activities in timely and efficient manner:
- Follow up and support partners on detailed activity planning and implementation of project activities
- Provide necessary project orientation and trainings and skills to partner staffs and board members in coordination with Tdh’s thematic Coordinators
- Provide guidance, and technical support where needed to monitor the timely completion of activities without compromising the quality of works
- Oversee the governance, Tdh and donor compliance in respect of documentation, reporting and transparency and accountability.
Monitoring and Evaluation Framework:
- Support M&E Officer/Manager in the design, maintain and use of data for reporting and decision making
- Prepare Project Follow up (PFU) tool and update on monthly basis, where needed seek support from M&E Manager
- Conduct periodic joint (program and financial) review meeting with finance and M&E team, and produce reports to share with senior team in Tdh and Partners by adhering to Tdh & DoS compliance and requirements
Linkages with project stakeholders, partnership management, reporting, donor compliance and representation:
- Participate in relevant coordination meetings and prepare notes/minutes for submission to the Line Manager
- Adhere to the Safety and Security Plan, and support to update contact details and update the document in connection to the project.
- Ensure that the Safety and Security Plan is implemented and followed by Project Staffs
- Inform the team about safety risks and coordinate with communication focal point to define security mechanisms
- Perform day-to-day follow up and supervision of project (partner) staff for assigned tasks at field level
- Prepare a monthly situation report (SITREP) and project reports for submission to donors and headquarters in line with the donor agreement and requirements.
- Produce event reports, mission reports of assigned project.
- Work together and assist to Tdh senior team members as per needs
- Team up to carry out assessment, survey and research of Tdh’s projects as needed
Education / Qualifications required:
- Minimum of master’s degree either Law, Human Trafficking, Social Science or Management or any related subjects Minimum of Bachelors degree in Civil Engineering or related engineering field
Experience, Skills and Competencies required:
- At least 5 years of senior project management working experience within an INGO or UN agency
- Proven experience in managing projects that addressed Trafficking in Persons (TIP) and Child Protection
- Proven experience in managing projects with a budget exceeding 1 million USD
- Proven experience in managing projects with either USAID or Department of State award funds
- Proven experience on liaison and coordination with local government authorities, NGO/INGOs and other government and TIP stakeholders, etc.
- Experience of handling safety and security issues of staff in I/NGOs at field level and community level
- Proven experience in partnership management and budget management
- Proven experience in managing emergency projects
- Have good organizational, planning and analytical skills
- Good understanding and experience of PCM and Theory of Change (TOC)
- Have excellent writing english skills ;
- Show good abilities to work in different cultural contexts and in difficult situations as well as to manage confrontation with difference.
- Show strong representation and advocacy skills.
Languages
- Fluent command over English and Nepali language (written and spoken) are required
IT Knowledge
- Have a perfect mastery of IT tools (Office Pack, Microsoft Office
