Lok Sewa Aayog-How to Apply

Lok Sewa Aayog:- Public Service Commission was established on June 2, 2008 (accordingly on June 2, 1979). Since its inception, this Commission has been working to select suitable candidates for the post of Civil Service. In the constitution of Nepal, written test for the appointment of civil service, Nepali Army, Nepal Police, Armed Police Force, Nepal and other federal government services has been arranged by the Lok Sewa Aayog. In Part 1 of the constitution of Nepal, the Public Service Commission has been made.

Formation of Lok Sewa Aayog

According to the law relating to the formation of a Public Service Commission in sub-section (1) of section 1 of the Constitution of Nepal, the Commission has the provision of having the Chairman and four other members. The President shall appoint the Chairman and Member of the Public Service Commission on the recommendation of the Constitutional Council, and in such appointment, at least fifty percent of the members of the Commission shall be members of any Government service for a period of twenty years or more, and the remaining members shall be Science, Technology, Arts, Literature, Law, Public Administration, Research, research, etc. in sociology or other areas of national life God. or any other important task is assigned to individuals who have attained the reputation of the law. Prior to such appointment, there is a provision to have a parliamentary hearing through a fifteen-member joint committee, in accordance with federal law, having both members of the Federal Parliament.

According to the provisions of the constitution, there are only eight office-bearers including the chairman, as there are more than a dozen office-bearers working in the commission before the implementation of this constitution.

Work, duty and authority

Article 5 of the Constitution of Nepal provides that the duty of the Public Service Commission is to conduct the examination to select the suitable candidate for the post of civil service. In this section, the term “civil service” means the post of all other services of the Government of Nepal except the post of the Army, Nepal Police or Armed Police Force, the rank of service of the staff of Nepal and the service of civil service.

Likewise, the Public Service Commission shall have the responsibility of conducting written examinations for the recruitment of the Nepali Army, Nepal Police, Armed Police Force, Nepal, other Federal Government Services and organized organizations in addition to civil service posts.

Apart from these duties and responsibilities, there is a provision to consult the Public Service Commission on the following matters:

Regarding the general principles to be followed when promoting the positions of Nepali Army, Nepal Police, Armed Police Force, Nepal and other federal government services;

The law regarding the terms of service of an employee of an organization’s organization and the general principles to be followed when promoting and departmental action for such services;

Concerning the law regarding the terms of the federal civil service;

On the principle of appointment, promotion and departmental action in the federal civil service or post;

On the suitability of a candidate for appointment to the Federal Civil Service for more than six months;

Transferred from the post of one kind of federal civil service to another type of federal civil service or from another government service to federal civil service or from the post of civil service to a state to federal civil service post or federal civil service to the post of federal civil service. On the subject;

In case of a permanent transfer or promotion to the post of a retired employee who is in a position not to consult the Public Service Commission; And Regarding departmental punishment for federal civil service personnel.

The process of selection

According to Lok Sewa Aayog (Public Service Commission) Act, 1, the Commission shall select suitable candidates by one or more of the following methods:

A) written examination,

B) experimental examination,

C) Interview and

D) other methods specified by the Commission.

The Commission prepares an annual schedule for the candidate selection process. It also mentions the selection process for determining the percentage of vacancies in various stages.

Upon receipt of the demand to fill the vacancy by the concerned body, the Public Service Commission will determine the rank for fulfillment of the post in accordance with the relevant Act Rules. Once the designation has been made, the Commission’s website publishes weekly bulletins and gurkhapatra ads every Wednesday. The application will challenge the open competition for an internal competitive examination and give a two-day extension for two days. After the advertisement has been published for the open and internal competitive examination, the online application of the advertised post is collected from the Commission’s Regional Directorate, Zonal Office and the Application Management Center. After applying for the advertised post, the applicant will be issued an admit card for appearing in the examination.

In order to maintain fairness and accuracy in the selection process, the Commission has adopted a policy of formulating question papers, revising the papers, examining the answer book, conducting interviews and writing examinations and interviewing officers, who could not know each other’s work activities.

In the course of performing these tasks, the relevant service groups and posts will be sent to the respective subject matter expert to prepare the question papers for conducting the examination, and the set of question papers will be received in secret, each of them will be prepared from the set of raw question papers and at least 3 sets of prepared question papers. Keep the set separate by giving the signal number The set of question papers selected on the basis of signal number is used by the Hon’ble Chairman of the Commission during the course of the examination.

After conducting the written examination, all the answer booklets received by the Examination Branch have the tradition of placing the first code and assigning it to the officers of any other branch for placing the second code. In this way, the answer books received after the second code are sent to the experts / experts on the respective matters specified by the Hon’ble Chairman. After the test, the scores of the answer books received are tweaked and decoded based on the code and the result is published. Candidates who are selected for the interview are also interviewed in connection with their respective matters, and the points given by one are confidential. Such a score is opened only at the time of the candidate’s qualification and recommendation. In addition, the marks obtained by the candidate in the written examination will be sent only at the time of qualification and recommendation so that they do not know when interviewing.

The Public Service Commission has periodically updated the list of the required number of competent subjects in the related matters for the work of the Commission, including question paper, question paper revision, answer book examination, interview, psychological personality test, curriculum development etc. The Commission will secretly designate them for a particular type of election task. The Commission has begun the process of Screening Test on certain posts in which candidates are more involved. It has arranged that only those who pass the initial phase examination will be allowed to appear in the original examination.

If there is a post of civil service of the gazetted post after the final selection of the candidate for open competition, if there is a post under the Ministry of General Administration and a separate act, then there is provision for recommendation to the governing body. Candidates choose one office On the top level of merit, the former provision is recommended. When sending a letter of recommendation to the concerned body for appointment, a copy of the concerned candidate’s application form and copies of the accompanying certificate should be sent.

From the determination of the percentage in favor of security agencies and other government services / organized organizations, the tasks of conducting the written examination will be carried out in accordance with the procedures outlined above.
