Request for proposal: Terre des hommes Foundation (Tdh) is a leading Swiss child relief agency. Founded in 1960 and active in Nepal since 1985, Tdh, in consortium, has been carrying out the project “Enhancing Citizen’s Participation in Sub-National Good Governance in the Context of New Federal System in Nepal” in 12 local units of Jajarkot, Kalikot and Salyan districts.
Tdh invites technical along with financial proposals from the qualified consulting firms or individuals to develop and implement Information, Communication and Technology (ICT) solutions to enhance government-citizen interaction.

Our child protection, health and emergency programmes continue to benefit thousands of children, their families and communities across the country.
BACKGROUND
The consortium of Sahakarmi Samaj, Dalit Development Society, Center for Dalit Women Nepal, Tdh and IM – Swedish Development Partner has been carrying out this project in 12 local units of Salyan, Kalikot and Jajarkot districts of Karnali province. The project is in its third year of operation. It aims to strengthen the capacity of citizens to independently play their role in the governance and development processes and build an empowered civil society for an inclusive and participatory democracy conducive to inclusive and sustainable growth. Tdh is leading the Information Communication Technology (ICT) component for local governance under this project. The project will support to upgrade existing websites of the selected local units and give IT orientation to their IT staff on identifying and uploading relevant information related to services and procedures to access government services; on providing necessary forms and formats for receiving local government services. This will serve people with the necessary information and documents so that they can download, fill up and come prepared to receive the services. On other e-governance areas, the action will also support for an ICT solution to disseminate information related to citizen’s charter.
The ICT solutions is expected to promote civic engagement and interface with Local overnments directly on governance issues thereby increasing government-citizen interaction.
This will promote transparency and accountability practices in local governance with active participation of citizens.
This Terms of Reference (ToR) is developed for the consulting company/ service provider to provide services to develop and implement web and cell phone-based solutions or complement to the existing websites and applications developed by Nepal Government and other agencies (this will be determined based on a needs assessment report).
