WASH Technical Assistance to UNICEF WASH Programme

WASH Technical Assistance to UNICEF WASH Programme is working in Lumbini Province. WASH Technical Assistance is responsible for WASH activities. The post is to base in Butwal. The duration of the contract is for 9 months. The contract is expected to commence from 01 January 2021 and complete by 30 September 2021.

Background:

As per the 2018-2022 CPAP and 2020-2022 multiyear work plan, UNICEF Siddharthanagar. Field Office has been providing technical and financial support to the local and provincial governments of Gandaki and Lumbini provinces for socio-economic upliftment and rights protection of children, adolescents, mothers and people of deprived communities through different sectoral interventions.

In relation to WASH, major activities initiated in both the provinces include improvement of service delivery and capacity building/system strengthening of WASH sector. UNICEF’s support under the CPAP is showing results and it is time for intensifying its upstream work so as to increase enabling environment for scaling-up WASH interventions, such as advocacy and awareness for effective implementation of national policies at local level, reformation/formation of policies & guidelines in line with the national plans/policies; support provincial and local governments to increase access to safe water supply, safe sanitation & hygiene, and improvement of WASH in Schools & Health Care Facilities at scale in Gandaki and Lumbini provinces. Those programmes are implemented in close coordination with the provincial & local governments and development partners. Eleven Palikas of both provinces (eight in Lumbini and two in Gandaki) are selected to demonstrate key interventions at community level under regular programme. However, in case of emergencies, WASH in emergency support is being provided in all affected Palikas in close coordination with the local & provincial governments and WASH stakeholders available at local level.

The remote diverse geographic terrain, limited air connectivity as well as average internet access in most of the programme Palikas causing difficulty in providing timely technical support and effective implementation of WASH programme and sectoral interventions. In addition, divided and unclear role of Ministry of Physical Infrastructure and Development (MoPID) and Ministry of Social Development (MoSD) in provincial government with limited staff is also hampering timely coordination and implementation of prioritized activities. On top of that, global outbreak of COVID-19 and movement restrictions in programme areas by the Federal, Provincial and Local Governments to protect citizens from the pandemic also poses additional challenges on effective and timely implementation to achieve the expected results in the remote Palikas of both provinces.

On the above context UNICEF is committed to render its quality technical support to provincial and local governments and to accomplish set goals and targets. The technical assistance is requested to be based at Ministry of Physical Infrastructure and Development (MoPID) in provincial capitals for Lumbini Province for 9 months starting tentatively from 01 Feb 21. with a provision of mid-term review (at 6th month).

Objective and Tasks/Deliverables:

The overall objective is to provide technical assistance to the two provincial and selected local governments in planning, coordination, capacity building and system strengthening in regular programme and complementary support in emergency management during COVID-19 response and other emergencies in the working areas of Siddharthanagar Field Office.

The specific deliverable tasks include:

  • Coordination, communication for effective implementation of WASH activities, both regular and emergency context:
  • Provide assistance to to provincial and local governments to establish stronger coordination and collaboration with to ensure WASH programme implementation in accordance to the agreed multiyear plan of action of UNICEF and Provinces & Palika (i.e.2020-22).
  • Provide support to establish professional relation and strengthen Province and Palika level WASH-CCs, WASH stakeholders and programme Palikas Work in close coordination with the Secretaries and Section Chiefs of Ministries of Physical Infrastructures and Development (MoPID) and Social Development; Provincial Associations of Gaun and Nagarpalikas; and Section Chiefs/Focal Persons of the programme Palikas, stakeholders and UNICEF team in Siddharthanagar. Field Office for aligning the planning and implementation of WASH activities in the provinces and local governments in line with SDG and national goals and commitments.
  • If technical support required, assist member secretary in Provincial WASH cluster, to the extent allowed by the ministry.
  • Provide technical support to provincial governments for establishment a mechanism of collaborative effort for scaling-up of WASH plan of local governments, water safe communities, hand hygiene for all, three-star school approach and WASH FIT in health care facilities.
  • Strengthening of Provincial and Palika level WASH institutional mechanisms for regular and emergency context
  • Provide technical support to team of Ministries of Physical Infrastructures and Development (MoPID) and Social Development and Section Chiefs/Focal Persons of the programme Palikas to act for WASH sector, as defined by the province and local government operation regulations.
  • Ensure WASHCCs at Provincial and Palika level are functional and coordination with government, private sectors and development stakeholders established.
  • Facilitate to arrange bimonthly meeting with the Section Chiefs/focal persons of the ministries and palikas in accordance with the MYP and COVID-19 partnership including other emergencies.
  • Share the progress reports, issues and concerns, meeting minutes of WASH-CCs with concern stakeholders.
  • Provide technical Support in WASH programme planning, implementation and monitoring of planned activities in regular and emergency context
  • Support in development/updating of Palika level WASH Plans and implementation of prioritized water supply projects, water quality monitoring capacity building activities, WASH in institutions, and in scaling up of process of water safe community declaration.
  • Provide technical support to provincial and local governments for development of result-based plans during planning and review sessions.
  • Provide technical support to identify the needy community for accessing WASH services and prepare plan for the same.
  • Provide technical support and guidance to WASH frontline workers in the selected Palikas for community/household sanitation and hygiene promotion, water quality, scaling up of three star school WASH intervention and improvement of WASH facilities as per the guideline of the Nepal Government (i.e. WASH FIT).
  • Provide technical support to establish, use and capacitate the N-WASH based WASH management information system (MIS) at MoPID and selected Palikas, as per the guidance of DWSSM/MoWS and UNICEF.
  • Capacity Building of Provincial and Local Government Official and Frontline workers for scaling-up of WASH in institution, access to safe and sustainable water and sanitation.
  • Facilitate to conduct capacity need assessment of local and provincial governments and coordinate with provincial and local governments as well as UNICEF team for potential capacity development activities.
  • Facilitate identified and planned/required trainings, orientations and workshops (for regular and emergency programme) to partners in coordination with WASH team in Siddharthanagar.
  • Provide coaching and technical guidance to WASH frontline workers and focal persons for documentation of learnings and innovations.
  • Enhance capacity of technical human resources of Palikas, Water Supply and Sanitation Division Offices and Officials of MoPID in handling of NWASH application, WASH plan formulation and information management.

Monitoring and Knowledge management:

  • Ensure results vs targets (periodic- Monthly, quarterly, bi-annually) set by the field office for regular and emergency response of the assigned province and local governments are met, compiled, communicated as per agreed standard and quality.
  • Coordinate with local and provincial government officials, WASH stakeholder for joint monitoring visits of the programme areas and communities to improve programme quality.
  • Provide technical support to programme Palikas, SSFA/PCA partners and provincial governments for proper reporting, recording, documentation and timely reporting (physical and financial reports).
  • Support in periodic updating of the progress of regular and emergency interventions made in the field (i.e. M & E, Activity progress reporting, monthly, quarterly, half year and annual reports)
  • Coordinate with local and provincial governments and facilitate to contribute national agenda, not limited but contribute to celebration of national, international and local events/days in different level as per the need.

Major Expected Outputs and Deliverables:

  • Provincial WASH-CC is functional.
  • Culture of coordination and collaboration among WASH stakeholders established and activities with collaborative efforts (e.g. development of WASH Plan, WASH in Schools interventions, WASH services improvement of Health Care Facilities, water safe community) initiated with due attention to vulnerable populations like person with disability,
  • Frontline workers of 10 WASH programme Palikas are capacitated for scaling-up of use of NWASH- application for planning and MIS reporting, Water Safety Planning and Water Safe Community Declaration, WASH in School and WASH in Health Care Facilities,
  • Provincial level Monitoring and Information Management System established and operationalized in line with the sector MIS based on NWASH,
  • Compile and share results of UNICEF supported activities in agreed template with respective WASH officer.

Best practices and learning from the field are properly documented and shared with programme partners and UNICEF for fund raising and advocacy.

Qualifications for WASH Technical Assistance:

Education for WASH Technical Assistance

Master’s degree in one of the disciplines relevant to the following areas: Civil Engineering, Environment/Sanitation Engineering, Public Health

Additional training in Health Education; Planning, Monitoring and Evaluation and Communication for Development (Programme Communication) focusing to WASH, is an asset.

Work Experience for WASH Technical Assistance

Five years of progressive professional work experience in WASH in the UN or other(inter)national development/humanitarian organization, national government.

Technical/Social Knowledge

  • Excellent knowledge and skills of computer in word, excel, power point, email and internet use,
  • Good theoretical and technical knowledge on local and provincial planning and management,
  • WASH in schools and health care facilities,
  • Water supply projects management, water quality, water safety planning and sustainability of water supply and sanitation,
  • WASH planning, monitoring and evaluation.
  • Community based sanitation hygiene education, environmental sanitation and solid waste management.
  • General knowledge of methodology of programme/project management, programmatic goals, visions, positions, policies and strategies for sectoral programme,
  • Knowledge of result based, human rights and gender/disability issues, specifically relating to children and women, and the current UNICEF/ Govt’s position and approaches.
  • Financial, supply and administrative rules and regulations of UN/UNICEF and Government of the Nepal.

Language Proficiency / Computer skill

Proficient in speaking/writing in English and Nepali, local language of Lumbini Province will be an asset.

Proven computer skills in Excel, Words, PowerPoint

Other

Has two-wheeler driving license and holding own motorbike is an asset,
